Hi, guys!
I plan to build a 2way ( 15" midwoofer + 1,4" HF driver ) for P.A use.
I need a light loudspeaker with flat frequency response but also with good sensibility in order to use it
with a 18" reflex subwoofer.

What is the BEST midwoofer for this solution?
I'm thinking about 18Sound 15NMB420....

The best would be Volt or ATC, neither do light models though.

There is no best 15" driver just a list of suitable candidates that would suit. I personally would look for one aimed more for upper bass use with a light cone and probably a 3" voicecoil, power is  going to be around 500w max.

All of the major quality manufacturers make something suitable. Unfortunately the only real way to tell if it suits your ears is to have a listen.

The Beyma above although it has a 4" voicecoil does look like suitable candidate.

PDN15BR40 gets a good review. Not used it myself though.

i'm running a  jbl 2226 with a b&c de75 2" bi amped and crossing at 1,2khz, 

is there any reason to cross lower?

I wouldn't cross lower,in fact higher but don't think 2226 will go higher.
