I use Turbosound Floodlight tops, which roll off around 300hz, and Turbosound 21" subs that dont sound that great above 120hz.
What's a good horn for the 100-300hz range that has design plans available.

The Holy Grail...
but have a look for Martin Audio 215 MKIII. They're designed to go to 250Hz, but will play higher.
Chas n Dave : it's like Drum and Bass but with beards.             E=mc² ±3dB

Funktion One recommended their F215MKII ( http://www.funktion-one.com/products/f215-mk2/), not having access to this speaker I got some F215MKIs instead( http://www.funktion-one.com/products/f215/). I thought it would work since it seems like the same design but having the drivers firing towards each other instead of side by side, but they ended up sounding poor above 120hz.

Yesterday though I discovered the Turbosound TSE215, which seems like the same design as the F215MKII, which would probably work right? ftp://ftp.turbosound.com/datasheets/legacy_products/tse115.pdf 
And apparently the HD15 is a copy of the TSE215 also?

But i'm still skeptical if any of these design would work if the F215MKI didn't, unless there is a huge difference in horn flare or something that would make the F215MKII and TSE215 superior for upper bass over the F215MKI.

 I agree, Any of the martin horns 115, 215mk1, 2, 3, will go to 300hz.

I thought the Turbosound Floodlight played down to 180hz or am i mistaken?

We used to run ASS BS500 with original Fane Studio Colossus drivers in to meet our ASS MX350 tops at 200hz and they sounded lovely!

TSE118's with the right drivers will play 100-250 quite happily, I'm on the look out for some TSE115's as I'm certain these will perform event better. The key to these boxes playing high is not just the horn flare, but the driver they are loaded with.

I also thought the floodlights played down to 180hz, at least that's what the specs say? Maybe the ones the OP is using aren't the original drivers or something?

The MKB230 goes alright up to about 230hz before it starts to sound honky. Would be sufficient to meet the flashlights I reckon.

    Your right to be skeptical, HDs start sounding honky past about 150hz IMO.

I can attest - I have 2x HD215 and I def dont have them play above 150hz.

You need to talk to Rich Dangernoise...

Straight 12 or 15 with a very long horn with a big mouth. Conceivably you could built something that folded round the back of the 21s so the overhang isn't too bad.
Don't test the champignon sound
