compact DIY outdoor PA system- bass decisions

Hi everyone, I am a new member here so please be kind^^
I wanted to ask for your help on decisions concerning the low end of a system that I am going to be building in the course of the next months.

the system is going to be something like this:

-compact, monolithic but consisting of singular units, mono sound, roundabout ~2000 liters total volume (that's 2 m³ or ~70 cubic feet) for all speaker enclosures together.

the subwoofers and the bass in general are the point where I can't seem to make final decisions:
-the system should be a three-way or four-way system.
-the power available for the low bass is around 2kw@4ohms or 3kw@2ohms.
-the number of (8 ohm-) low bass drivers should not be less than 2 and not be more than 4, simply because of ohms and because of the price of a driver
-the maximum width of the subwoofer array should not exceed ~180cm or ~70in
-the maximum depth of the subwoofer array should not exceed ~80cm or ~30in
-the maximum height of the subwoofer array should not exceed ~80cm or ~30in
-the subwoofer array should be consisting of 2 or 4 seperate units
-the system should be able to deliver rather more SPL than more low end. I do not need 30 Hz.
-the system should be rather more efficient than have more fidelity
-the system should be able to deliver very high amounts of "tone"bass AND kickbass in outdoor events with ~50-100 people. a seperate array of "kick"bins is an option. the available amplifier power for these kickbins would be 1.1kw@4ohms but could be more if needed.
-the subwoofer array does NOT directly touch the ground but is elevated 30cm or 12in from the ground and is standing on rubber wheels
-the music style played would mostly be electronic dance music, think daft punk as an example most know
-the system and the cabinets will be built from scratch. no industry cabinets.

what would you do?
I kinda wanna stay with reflex loading unless you think a horn array would make sense in this situation.
any help, thoughts and experiences would greatly be appreciated.

oh yeah, of course.. important one I forgot there.
well... I am going to be building it over a rather long time, months. so I'd say I'll invest what is necessary. That being said, I will buy only used drivers and thus pay a lot less but will have to work with what is offered. Exotic drivers will as a result be a difficulty.

4 double 15" reflex cabs seems the natural choice given your requirements. Also given that's it's much easier to find pairs or fours of used 15" driver that work in a compact generic box of roughly 45x80x60cm (wxhxd) or about 160 net. Vary the depth as needed.

Another choice would be 3 X-1s but in that case your tops has to go very low to about 120hz which would require tops using 12" or 15" midwoofer drivers.

thanks for the reply. yes, aquiring 8 identical drivers 2nd hand might be possible given the time I have.
the x-1s look promising though and it might be easier and less expensive to obtain three drivers. plus the weight of 8 drivers vs. 3. how do you think three x-1s would compare pressure-wise to 8 direct-radiating reflex 15"s?
low x-over to the tops would be okay with me.
would you suggest two or four midwoofers in total for three x-1s?
