if i built 4 186 horns and 4 X10 mid tops would i need HD15 horns between them ?

They both cover ~50Hz-130Hz, not much point in splitting it between 2 different cabinets,  just build one or the other.

So these would also be no good for sub bass under 15 inch 3way cabs ?

186 cuttoff is around 50 (slightly lower with more in a stack). It will beef up the bass, but they are not really made for sub bass.

How many 186 horns would be the equivalent of 1 pair of X1 cabs?

I'm looking for bass bins that will go well both inside and outside and that I can use with my 15 +10 +1 to give the system more bottom end so indoors the 15 of my three way cabs will do kick bass and what ever goes under them will do the deeper stuff but outside would be used with two pairs of them and two pairs of X10 cabs no 15 inch 3ways and possibly later build something else to use it as a 4 way rig indoor use will be set up as 4way and until I build something to go between the X10 cabs and the bass bins outside it will be run 3way
