The old fashioned way would be to drill holes all round the edge then file it out to the right shape...

Personally,
I'd make a jig and blow the whole lot with a 4mm router bit with compressed air blasting down the flute as cutting aid..... time to make jig is time to measure and mark one can, use 30mm collar, have a mate blow in the air (both wear goggles, not safety specs) it will take sub 1min per can, 1min to re-rig for next can, they will all look the same, you can blow out the old cable gland hole as part of the cutout and the whole thing will not look like a shit fight.... yes Dremel with work, but eve if you laser print a template from CAD, double side it on, blow clean through that, a 1/4" route will piss it and get every one identical... If you don't have a compressor, use a new router bit and clean it with carburettor cleaner/brake cleaner/Hammerite thinners between cuts... ABS machine well, but moment you get any heat, you are screwed.....
