should amp be turn all the way up when powering subs?

Given your detailed description of Amp, cabs, drivers, processing probably not! But in general for pro audio we aim to set things up so the amp knob runs at full and we do any gain reduction elsewhere, on the processor etc.
 
The reason for this is you can then walk away from your rig knowing full up works and it is not easy to get more gain than you need which may cause clipping distortion etc.
 
but to do thi you must have an amp that is about the right power for your cabs and set the gain and limiting correctly on your xover. There are reasons not to do this with a digital dsp at low volumes (Funktion one's WWW explains this very well) but generally full up is the way to go...
