I think you should build a bass reflex load with Eminence LAB12! I'm in canada and this driver is around 200$. Fs is really low (22hz) and the frequency responce is 25 to 125hz and a Xmax of 13mm so if he want to change the box he can build a TH or something like BFM! but for him, the bass reflex should be perfect :P I think...
If he wants something good, but bigger, Tuba 18, tuba 24, Tuba HT are also good! Sorry for my bad english :(
