The problem you've got is that a bullet won't do anything below 4-5kHz but most 12" drivers have an upper limit of around 3kHz if you're lucky.  The only drivers which will reach high enough are quite light coned and relatively low power handling.

You might get away with something like:

Could always use a twin cone for a cheap option!

Some of the twin cone drivers don't sound too bad actually.  Still not anywhere full range but the second cone does provide some useful extension to the frequency range.  I think I'd rather use the twin cone driver rather than leaving a gap between the midrange driver and the HF.

Instead of the Beyma Bullet why just use a suitable Comp and horn, why make things difficult when it is not necessary.

20 litres is a small cabinet for 12" drive unit. It is half the size of this:

If you must go down the route of cheap 12" in such a small cabinet you might as well go with a sealed box. Why not use a smaller drive unit if you need to keep the box size down?

20-25L is fine if you're only interested in 120 up, I've built a few that small.  Yes there would be some sense in a sealed box but personally I'd probably leave the port there just to help keep the cone excursion under control if it does end up being run lower.

I suspect that a 12" twin cone driver + bullet in a 20L box is actually a fairly reasonable suggestion for the intended application.  At least it's not going to be a 12"+Piezo box.
