No, you would need to put it into a suitable fixture and run it up to test it.

Also, don't be fooled into thinking its gone because it's rattling. Most of them do as part of the manufacturing process leaves a small piece of loose something (glass) inside the capsule.
Don't forget these are arc type lamps, not filament, so there's technically nothing to 'blow' they just get harder to start over time. |
