Is there anyway of converting lower bitrate MP3 audio files (128Kbit/s) to higher bitrates (320Kbs)?

Or preferably converting them to FLAC or another lossles file type, I've always been under the impression that lossy encoding discards data from tracks during encoding?

No, once the information has been discarded by the compression software you cannot get it back.  You have to create the higher bitrate files from the original source.

dont be tempted to transcode too (look it up).

leads to some horrible, horrible sounds :(

yep, thats why they call it "lossy,"  you lose information that you can't gain back as soon as you convert it to a lossy format.
