Like some of the posters above have said you need to be looking at the stinky, oily, solvent based paints. Phenolic is a quite a hydrophobic surface and it's impermeable so water based paints that rely on penetrating a bit won't be too happy.

I think your bet bets are either to remove the coating or to use a solvent based 2-pack paint. I don't see many positive leads though from a quick google search.

you need to remove the phenolic layer by sanding it down

NEVER use TEGO or Phenolic faced plywood. Paint ang glue will not stick to it.
