I do a lot of selling on eBay, mostly trick stuff built into xlrs and any surplus stuff I get (or is dumped here for more than 6 months) Although I can see that you've sorted this out but for future reference there is a far easier and more powerful way to sort these problems.

Go to the item page and find the send message to seller, (this is near the bottom and also in the drop down next to the item in your "my eBay")
When you click through you are given the choice of subject
Ignore all of those except "item not received or not as described"
click through that one, tell your story briefly making sure to say "not as described" (ie described as working but not working)
Her is the powerful bit:
When you send that message eBay will freeze your payment in the sellers paypal account until you say the problem has been resolved
I find that generally gets the sellers attention!

If they have already moved the money it comes up as a debit on their paypal account so that the next time any paypal payment is received it still freezes the amount. The only time it goes pear shaped is if they never use that paypal account again and don't have a valid card linked to it, you can then send the item back (tracked) and paypal should refund you. Paypal is expensive for a reason.
