It's a tapped horn, using two drivers each with their own loading. Likely inspired by the Danley Sound Labs TH-SPUD. Danley own the patent on tapped horns in commercial use, but there are tons of DIY designs out there (and some commercial ones that come very close to infringing...).

one of the drivers isn't loaded into the horn throat so not the same as the TH spud. It's either very clever or totally idiotic. |

While thanking for links @toastyghost given, I'm with @snowflake, which is why I'm CONFUSED, found this online recently in a Google image search for "20hz subwoofers", but I don't remember the exact source now, just as @snowflake says however, I'm alright with the 1st driver at the throat, but where is the 2nd driver???, it's like nowhere, its rear loads out-of-phase with the 1st at the ending of the narrow path and front near the wide mouth, it's named "Paraflex" in the image, but as far as I know Paraflex is NOT made by any means as one driver throat-loading with another one mouth-loading...

The cabinet follows a Transmission in addition, to a Band-pass principal. So it could be looked upon as a Hybrid. The orientation of the drivers (causing a phase issue) can be solved by reversing the polarity on one of the loudspeakers. With no compression/expansion ratio, it offers no characteristics of a horn. The design may be categorized as, one out of thousands of speaker plans available on the Internet, offering no clear cut answers on performance results. It really would not make sense for you to pursue a design in which, you have no idea what loudspeaker was involved to attain the claims the box can produce 20 Hertz. It reminds me of a Youtube Channel that offers hundreds of speaker plans with no recommended loudspeaker for the design(s) in question. That's exactly why I posted it here, it gives no information on how it achieves 20hz, so I thought if someone here might know something about it, but I'm trynna realize now it's kinda misleading, even the loading of the 2nd driver proves that I guess...
