what exactly does this part do?

It forms the throat. Notice the 110 mm measurement on the left!
Look at the super scooper plan for instance, you'll find the so called "dog leg" on it also.

Edit: I missed the last part of your post: If you left it out the throat has theoretically moved downwards in the horn (technically to the narrowest point), thus making the back chamber bigger and horn shorter.

Personally I'm not sure whether it will give you any noticeable difference (to your hearing that is). You could however glue it in there through the speaker cutt out, if you make it in two halves (in the length).
