What do you want it for?

Beam shows?
graphics projection?
Size of room?
Full colour, or big single colour?

If you are capable of wotrking on it yourself and don't care too much about a warranty then buy a Chinese one and be prepared to do some work to bring it up to UK/European legal spec.
Otherwise may be worth contacting Rob Stanley at http://www.stanwax.co.uk/. He'll build you one that is fully compliant, and you'll get good UK warranty service. He's the UK distributor for some of the better Chinese components too.

You want to do a safety course with these people.

Software/control wise, I would probably say Pangolin Quickshow with an FB3 DAC unless you absolutely must have ethernet control. Even then I'd say FB3 and wait for the forthcoming ethernet box from Pangolin, although no firm release date yet.
