Why 15? Even 10 inch drivers can cover 100hz and up.

It is to sit underneath a JBL lense so keeping it all JBL would be ideal. However it seems like a 12 would be a better option.

!5 is what we have been using before and it matches the dimensions of the cabinet beneath it. I think it might be a better idea to use a 12 in a short horn.

RCF MB15H401 http://www.rcf.it/products/precision-transducers/low-frequency-transducers/mb15h401

I refurb'ed some 2x15+2" boxes with them, so they run the exact frequency range you're asking for.  Very high efficiency and sound superb.

Any 15" driver not specifically designed for extended LF extension will do the job here, I have some Eminence Kappa Pro15s that do it nicely as do some older Peavey black widows.. after EQ they sound the same. But that is the big caveat... EQ is not optional and parametric EQ is best.

Yes.. and the 10s will do a better job with the upper mid frequencies but the 15s will provide more upper bass meat and could even displace a dedicated kick bin so it may be a favorable compromise to make.

A 12 in a short horn would struggle to get down to 100hz.

Ok that's true. But you don't see many mid-range horns with ports so was just making the op aware.
