Fix it. 

To confirm,  a picture would help. However it is based on description cmos based and needs no back up psu. 

Pulsar ten way chasers offer a plethora of issues due to age and components selected by the manufacture.  All of which can be repaired.

Looking at a internal picture of the chaser, all of the chips are standard 4000 series CMOS logic chips so should be very easy to repair.

Check the Triacs and also the front panel LED's as these also could be faulty.
