Hi all, i am new to this forum.
I have recently bought the following:

I noticed that speackers are 70 volts after installing them

I have a very low volume sound, bad quality with noises. Can someone explain me the possible cause?
How can i fix it? 
i am asking before starting to change amp or speakers.

I also think i need a subwoofer. Can you suggest one on the low budget but good quality?
I need to put ambient music in a restaurant.

Unfortunately you have mixed two systems.

Amplifier and zone distributor are intended for "standard" low impedance speakers ( 8 Ohm ), while the loudspeakers are high impedance units to be used with so-called 70V or 100V amplifiers for distributed sound / multiple loudspeakers ( like in a restaurant, shopping mall, etc ).

To fix it, you need to use different speakers or change the amplifier, which is what I would do, given the 8 loudspeakers (or are there more ?). An 70/100V amp with a number of seperate outputs (instead of a single channel) will be best if you need to adjust zones on the fly seperately and certainly with eventual subwoofer(s). When adjusting seperate zones after the install isn't needed, you can use a single channel 70/100V amplifier and "preset" each speaker's loudness by connecting it to either the 6W tab (=loudest) or the 3W tab or 1,5W tab. Same goes for eventual subwoofer(s). Also when choosing the amp, always account for the total power of all speakers connected to it and keep at least 25% headroom. Example : For a single channel amp and all 8 speakers set at 6W, that would make for a minimum 60W @ 70V amplifier. Add 3 subwoofers of say 40W each, that would make for an amp capable of at least 200-250Watts @ 70V. In this example, a four zone amp that can deliver 4x 60W @ 70V would work also.

So subwoofers do exist for 70V/100V use and most have connections for both low impedance or 70V/100V use, but you can also use a regular one and put an 70V or 100V transformer in it or next to it if you can put out of sight.
I have used among others little subs like Apart Sublime (with extra transformer for 70/100V operation), Audiophony and QSC ceiling mounted ones. A Google search will get you many more possibilities. Anyway... to keep things simple, use the ones that already have a passive low-pass crossover in them.
Don't go overboard with subwoofer size. You have fairly small low(isch) powered speakers, so better have 2 or more smaller subwoofers divided over the space you need to fill or strategically concentrated where you want to have most of the added lows. Can be in-ceiling mounted types (like Audiophony, QSC,...) or against walls/behind a curtain/ ... (like Apart Sublime). Make sure no subwoofer is placed or mounted too close to diners (like under a table or so), because sitting on top of this low "hotspot" is not exactly fun for those sitting/eating right next to it.

if you're desperate to use the amp with those speakers, you can get a matching transformer which will fit in the rack, various manufacturers make them although it's unlikely to be economical.

Pull the speakers down, take the drivers out and remove the transformer, then reinstall the drivers with them wired directly to the rear terminals. The transformer will most likely be hilariously small and only hot glued in but who knows, if it can't be removed just bypass it. 

Here is a pic of what you might find inside, this is a 70v ceiling speaker but it's the same idea. The transformer part is obvious I hope.. it's the blue square thing mounted on the frame of the speaker.
