Does anyone have any tips for removing screws where the head has snapped off but the shank is still in the wood?

This is in the access panel of my cubo kicks on two cabs and in total looks like 20+ screws so looking for the quickest method. Not sure what happened to make them like this but I'm guessing we skimped on the quality at the time. 

I was thinking of using a plug cutter around any stuck screws and then cutting the shank once the access panel is off

Unfortunately the shaft of the screw is complete covered by the wood so can't even get a pair of grips on them

Plug cutter sounds like the best way, then offset new holes for reclosing

Last time i had that in ply, I just drilled a couple of parallel holes with a tiny HSS bit and them just used a bigger screw.

Easier to just make a new access panel with holes in different places and leave them in. Use threaded inserts to avoid having to do this all over again next time!
