Just finished building two 15” hog scoops and a nice 12” mid, it’s my first build so they a bit rough but don’t look to shabby! I don’t have a massive budget trying to keep electrics down to 600£. Also need advice on what a good 12 volt amp looks like. Any advice on general speaker building would be greatly appreciated too!!

The pioneer gm series 4 channel amps work very well for 12v bass

Another vote for Pioneer GM-D series here (make sure it'd the big D)
As for the driver choice, at first glance I wouldn't think it'd be suitable for a Hog or similar style horn/scoop... specs don't look like it's strong enough.
