Hi there, wondering if someone can recommend me a service or person that can accurately measure the T-S params of a speaker.

I have not heard of such a service before but assume it exists?

Thank you.

Dayton DATS V3 are around £150 and very easy to use or REW, a resistor and a PC soundcard. Then just need to knock up a solid fixing for the driver.

if your measuring subwoofers you may want to use a power amplifier to obtain sufficent drive voltage.

to be clear i would like someone else to do it, who has done it repeatedly, has a set up geared up for it and can maybe produce a nice document with it too.

interested in OEM so want to have a bit of ammo for the manufacturer

Failing that try the classifieds in voice coil magazine (free subscription).

On a smaller or DIY scale, Josh Ricci of data-bass.com has a proper setup and his data is generated in compliance with the typical standards.

Otherwise you might want to speak to Geoff Hill and find a user of his tetrahedral chambers which is local to you:
