So I have cheap moving heads with a rubberised coating which is now very sticky. Is there any way to stabilise it?

In an ideal world I'd replace them but I earn more from them that I'd get for selling them.

I had a vhf radio with a rubber coating that went all gummy. I removed it using Label Remover, then IPA and lots of cloths. Took a while to do.
