   Had a problem downloading anything from Microsoft tonight, Sunday, 8pm. All other sites fine, all MS timed out. I use MS a LOT. 
Emailed ISP www.fast.co.uk at 8.10 on a Sunday eve. Got reply in 30 seconds, a couple of questions then told they would make some changes to routing, re-boot router (already tried that) again and report back in 30 mins.
Problem solved.
Try and get one of your cheapo ISP's to do that.
You get what you pay for.
