From what i gather the x1 has a reputation for killing all but the best drivers making loading them expensive, would a more hi-fi style Dayton audio driver with a rubber surround manage? It would be fed a lot less of power anyway due to the woofers rating.

The drivers that are known to work well in this type of cabinet all have very strong cones and strong motors. There is no parameter for cone strength per se, but motor strength is BL and this driver has a very low vaule of only 16.8 (compare that with over 34 for the Void V18-1000).
The polymer laminate they refer to could be as simple as a very thin film to help make it more water resistant, so I wouldn't assume it adds significantly to cone strength. You can download hornresp or other modelling programs and simulate it for yourself, but nothing about this driver makes it look like a good idea so far - probably why no-one else has modelled it already. So is it just demand as to why so few drivers are suited to harsh enclosures and tiny rear chambers in horns? it seems silly that only void and PD cater to many of the designs of the forum.

Most driver manufacturers are not targeting DIY builders when they choose what style of drivers to make, they're after the commercial business. Take a look at what kind of subs are at all the big festivals or installed in major venues, and you'll see that straightforward vented 2x18 boxes are by far the most common, so that's why more drivers have parameters aimed at that kind of use.
There are other drivers that will do OK in higher pressure horns, as ever, you're looking for models with high BL (30 or higher would be a good start) and high(ish) EBP as discussed by Rog himself in several of the FAQs, especially #6. There's a list of current drivers that are fairly well suited to horn use on the first reply to a current thread on Hogs in the scoop section here - obviously horns with a closed chamber are a little different than scoops but the kind of drivers mentioned there are generally likely to do well in them too.
