Reggae sound system and 12v don't really go together because you need to go low to get the right vibe. This may be possible but your spl will be compromised and playing to 50-100 people will be unrealistic.
Very efficient cabinets and lots of batteries might go some way to getting what you want but you're looking at making many compromises. If you want roots then you need more power.
25 people, a long tapped horn or two and very efficient tops might give you a few hours 40hz up but you will be humping a lot of batteries.
