hi, does anyone have a single reflex plan for either of these drivers? i need to build one by 10/09/14.

I think Peavey do recommended box sizes & tunings for their drivers, not sure if they're on the driver datasheet or a separate doc, you could search their website for that I'm sure.

Failing that, WinISD would allow you to model each and come up with a suitable box quite easily.

JBL 2241/2242. 10 cu ft cabinet tuned to 40hz, from the JBL web site. Or Google jbl enclosure guide.

They probably meant that for things like Cinema where portability isn't an issue. (Probably pre Dolby/THX etc - wouldn't be deep enough for modern cinema FX mind you.)
It actually works OK for the 2241, if running into Xmax at just under 400W is OK for the intended application:

Used in the Keele w-bin when the K151 was no longer available.
