Notice a lot of Amplifiers come standard with 13a plugs. Any harm in swapping these to a 16a powercon that’s fed into a 32a rack distro?

no problem as all amps have internal fuses in them for non UK use . BUT can be incovenient as 13 amp sockets are a more versatile and "ubiquitous" format. If you have a dedicated rack powercon distro panel it could be more compact , lot of hassle as you still need 13a for other items . depends.

Would adequate breakers not be required for the cabling to the amp in case there was a short live to ground prior to the amplifier internal fuses?  Cable protection...

32a rack distro has breakers on back. It’s not a straight through 32 split to speacon. Also 32a ceeform back to a rubber box distro.

Swopping out a fuse in a 13a plug that is buried deep in the back of a rack can be a real bore especially mid show 

flipping the trip on a mcb/rcbo es muy rapido 

So I would say a sensible choice if you have the right pdu & a rack full of amps to power up.
