If you take an off the shelf 2-way passive cross-over (7KHz in this case) and just connect the high output (to a bullet tweeter in this case), does it act as a 7KHz hpf OR does having no driver connected to the 'low' output affect the cross-over point etc?

A two way is NORMALLY just a low pass on one channel and high on the other so to speak. So no, you don't need a load on the other bass side

Short answer, no it won't be a problem. The two channels of the crossover operate independently from each other if it is a conventional design (which it almost certainly is). Crack on.

It won't affect the high end BUT it's generally not a good idea to just connect an LC network (the unused LF side) to an amplifier as without a speaker connected (resistive load) it could provide a very odd load at certain frequencies.

To be safe, I'd lift one end of the inductor on the unused low pass side of the crossover.

I was considering that, depends whether it is RC/LC/RC etc also. I expect it would be ok though even if you left it in, by the time the network is going solo (so to speak) the reactance should be quite high. Although ofc amps don't like capacitative loads much so ymmv. If you are happoy to do so then it probably would be a good idea to disconnect the LF side just to be sure.

As you are proposing to use an off the shelf unit, why not build your own. If you build high pass filters you will only be buying 1/2 the components so it will give you the opportunity to use better quality components for the same, or even less money.

There are calculators online and they are quite simple to make.
