Unlike standard powercon the 32A connector is only available as:
"powerCON 32 A chassis connector, power-in"
and not in both source and sink variants.

The Wikipedia article states:
"Neutrik introduced a larger 32 A version of the powerCON. Unlike the 20 A version, the 32 A version comes in only one variant which appears to be intended for use as a source"

Am I correct that the usage of the 32A version is that the NAC3FC-HC is fitted to an amplifier captive power lead and the NAC3MP-HC the power distro?

Well, the "power in" description implies it is used on the amp, not the distro. The cable would then need to be made up with standard 32A Cee @ the distro end and the NAC3FC-HC at the amp end.

The UL certificate also refers to the NAC3MP-HC as an "inlet", not an outlet.

which would be rather dangerous if it was the other way round.

I was looking for a smaller power outlet connector than 32A Ceeform for this amp (K21x4):

The AMP CPC range handles up to 45A, if you can stomach the cost of the crimp tool.

It's what was used for the Powersoft K20. Might as well go the whole hog with the cloning

Your other option is to look at the chunkier Phoenix options, but they're more for a fixed panel mount than a connector you hot plug.

ERR NO!!!!!!!

MP = Male panel IE drain 
FC = Female cable IE Source

FFS!
