Above graph suggests, flattening eq of approx -3db@150hz, with q of approx 0.5 would be a good start.

If none of the above makes any sense, or you are using horn loaded cabs, without LMS, maybe time to reconsider, if Sound/Mobile PA is for you.

The HD15 unprocessed response, wil almost always have huge peak in the response, making it difficult to hear anything, each side of the frequency peak.

A lot of older brand name  PA cabs, had a normally peaky, response, but they shipped with  dedicated "controllers", that smoothed the response.

Looking at older Turbo, FK1 docs, they published recommend smoothing eq settings, for  engineers using their own LMS, with these cabs.

using the elderly turbo  tse218/118  I often have a nibble approx -3db at 80hz & 160hz reduces both whoom and honk..

I have a video somewhere, where I flattened the response of a THL-818, after reading Turbo docs, then  using standard Fane 18B, was running the cab, 80-400hz...

I run the same (PD154 in HD15) and cross from 77hz to 154hz into the 12" section from an mt121

The biggest issue with HD15 is trying to play them too high. I feel if you are getting less than 1 octave from a box then its probably not suited to doing what you are asking of it.

I would say, the plot I quoted, clearly shows the natural response, needs serious smoothing, to get a desirable result.

If with purely cutting, not boosting, engineer can obtain average of 105db sensitivity, from single driver 15" cab, 80-200hz, that is a win win.

But then, many would argue, 102db average sensitivity, from a 2x15 reflex, 70-280hz, with little or no smoothing, for ruler flat response, might be better.

Like horns in all bandwidths there are standing waves, especially in horns with folds.  I'm not sure it's a purely f/response issue.  You could try some wall damping especially inside the cab (if it opens...)
