There are some inaccuracies in that article, and some poor translation from whatever language it was originally written in.

But noise cannons and LRADs have been around for years, and anyone who is going to take part in a demonstration would be well advised to take a good set of earplugs with them...

it mentions subway car at 95 db ...

personally i think i suffered some hearing damage from commuting on the subway in NYC ...

although i later started using earplugs on the subway there was probably a year or two when i didn't ...

99.99% of people do not use earplugs on the subway which is not smart ...

i would rather take some hearing damage to see my favorite band than to listen to the screeching of the subway wheels ...

people always ask me why i wear earplugs on the subway if i'm going to blow my ears out with my speakers anyway ... that's like asking why enjoy life when you can just hurt yourself for absolutely no reason ?

i dunno - figure it out !

as for LRAD:

apparently it's a 2-dimensional array of horn loaded piezo drivers

finally a good use for piezos !

i would advise anybody who wishes to keep their hearing to always have a set of earplugs on them whether you are planning to take part in a protest or not.  earplugs aren't such a burden to carry around.  i prefer westone musicians earplugs which you can frankly wear 24/7 but at least you should have them on you.  you would need something stronger for the LRAD of course, like foamies.
