where would you put it? all the air space inside a scoop is active, you can't stick an amp module in the horn path without messing up the expansion, or in the rear chamber without reducing its volume. You'd need a lump sticking out the back of the box and that's not going to look good, or be practical for truck packing.

most scoop designs have quite an ideal dead space for the module, behind the scooped bit near the bottom...

All the Amp Modules I've seen so far haven't been very big, so providing the power needed is achievable, it could go behind the scoop section whether it be round or staggered straight pieces. It could be mounted within the framework that perhaps supports the curve and an access panel could be made.
