Any thoughts on building a Fane reflex enclosure ( http://www.fane-acoustics.com/public_html/media/pdf_media/Cabinets15inch125L.pdf - LINK ) and using http://www.p-audio.co.uk/products/db_product_1_16_c15-400_b.htm - THIS driver? Will it work and how well compared to the reconmended Colossus 15B?

I'd recommend using the C15-600EL instead. The C15-400 isn't really a sub driver.

It will work fine with the 600EL but I can't comment on how it would sound compared with the Fane.

For an alternative design look at the B&C website, I think there's a Sub15 cab which is similar.
