Hi may seem likr a stupid question when assessing how a bass speaker may perform i always check the fs anongst other parameters as always told a speaker will not play lower than it' d's but why is it manufacturers may show that a driver with an fs of 36 will cover a frequency range from 28hz to 300hz , is it that the type of cab used will extend the depth ?

The information you received about Fs was false. Occam's Razor, simplest explanation: Either the information you received was false, or almost all manufacturer's are publishing blatantly misleading specifications (which is true, but not that specific one in that specific way!)
'Frequency range' is a very fudgeable specification. It rarely specifies whether it's -3dB, -10dB or what sort of enclosure it would need to be in. A speaker with an Fs of 36 will be able to produce some 20Hz, and maybe even the 10-20Hz range if your other equipment supports it (not that you could hear it even if it did), it'll just do it quietly. The frequency range spec typically means the -3dB or -10dB point in a reasonably large, optimally tuned vented enclosure. You could get a speaker to produce a -3/-10dB point even lower than it's published specification, with a suitable enclosure (massive horn ie), but manufacturers obviously don't publish that. It couldn't play those frequencies to a level that made sense in anything but hifi use. You should watch the upper limits of the range as well, that's where the specs vary wildly between manufacturers and are often totally worthless. An 18" driver with a 'frequency range' of 30-1000Hz still shouldn't be played much over 200Hz, most of the time, even though it technically can - and loud. Others (18sound ie) are more honest about where the quality drop-off becomes unacceptable for use at a level that the driver price tag indicates.
